Does it mean instead of getting a refund we paid federal taxes in 2016?

Look at your Form 1040 line 78 Amount you owe. If there is an amount on line 78 you owe taxes are are not getting a refund. Form 1040 Line 78 will tell you the amount of taxes you overpaid, and line 76a will tell you how much of that over payment you want refunded to you.
