Does Intuit have a product to prepare the quarterly and annual payroll tax returns and efile?

Quickbooks if you pay for the payroll function or Intuit payroll services  or  any other payroll service like ADP, Paychex or a local service.

But nothing where I can prepare the weekly payroll outside any software and just enter the after-the-fact payroll figures to generate and file the quarterly and annual tax returns?

Nope ... you can set up an excel spreadsheet to do the math if you wish however no program is available to complete and file payroll taxes outside of a formal program or using a payroll company.
