You don't pay interest on a savings account. You RECEIVE interest, the bank pays you. You get a 1099 INT for any interest you received from a bank, broker, fund, IRS or anyone. They don't have to send you a 1099INT for less than $10 but you still need to report all your interest no matter how small.
Where is it asking about interest?
You are not paying interest on your savings or checking accounts. The bank(s) is(are) paying you interest on your money. They will send you form 1099-INT showing the interest earned(paid), if required, as @VolvoGirl states.
You will enter that form information in the "Income" tab, in the investment section, using the "Interest and Dividend" topic.
