Question

Does hazard pay count as OT for the OT deduction? Or does it count if it also OT?

It only counts as overtime pay if it was for work in excess of  40 hours per week.  Only the overtime premium (the "half" part of "time-and-a half") is deductible.  A hazard pay premium paid on overtime hours would not be deductible, unless the hazard premium was paid at time and a half (or double time).
