Yes it says at the top turbotax will notify me when NC accepts my return. when i hit E-file thats what comes up

Your federal return has to be accepted before you can e-file your state return. Unless you filed both together. If you filed before your North Carolina state return was available, then you have to wait for the federal to be accepted. Please see the information in this TurboTax FAQ for more assistance here.
