Does a company match on an aspp/espp count as a discount? I'm trying to handle the 1099-b from a sale of stock through my aspp.

Yes.  Some companies discount the price directly, some companies provide more stock that your dollars would buy on the open market.  Either way you're getting stock at a discount.
