No. You may be eligible to get a refund of all federal tax withheld from box 2 of your W-2, but you won't be eligible for a refund of the tax withheld in box 4. This tax is social security tax and goes toward your social security benefits.

To receive a refund of all federal tax withheld, your combined income for the year must be below the filing threshold. Please view the 2017 filing threshold chart in the TurboTax FAQ below:
