You don't get a separate refund. It's added to your income tax refund. If you are entitled to an additional premium tax credit, it will be shown on Form 8962 line 26, and on Form 1040 line 69 or Form 1040A line 45.

Can I change the 8962 form before I file return to add the slcsp because it showed 0 on the 1095a

Yes, you can do that.

How do I make the change ? I found the 8962 in the forms section but it won't allow changes.

If you are doing it in forms mode you have to make the change on the Form 1095-A Health Insurance Marketplace Statement. It will flow to Form 8962. It's okay to enter the correct SLCSP on the Form 1095-A, even though it was zero on the actual 1095-A that you got from the Marketplace.
