Its under the state taxes and is asking for me to enter/verify that (I) am the person who qualifies me for the head of household filing status

Yes. Some states ask which depend qualifies you to be head of household. If both children's situations are similar, it doesn't matter whom you choose.

States usually follow federal rules for dependents so either dependent should qualify you for head of household.
