Do I need to make a payment on my account still? I’m so confused. It says I owe 9$ but I have no idea how to pay it.

Where are you seeing that you owe $9.00?

Is that a tax due?  Turbo Tax will always say the tax due or refund.  That is just the final result when you filed.  They don't know if or when you paid it.  And the IRS or state doesn't tell or update Turbo Tax when or if they get your payment.
