Yes if you have income.  Be sure to check the box that says you can be claimed on someone else's return.

It depends on your income, not your dependent status.  You must file if you have more than $12,000 of wage income, more than $400 of net profit from self employment, or more than $350 of investment income or taxable scholarships in combination with $1300 or more of wages.
