Yes, the 1040ES is your estimated tax payments towards 2019's tax filing. It has nothing to do with your installment agreement for 2018. Also, you will be approved for your payment plan if the amount is under $50k and you will pay it off in 72 months. This is pretty much a "no questions asked" agreement by the IRS.
