You have to pay TurboTax fees when you file your return. To file a return with the Online version, the program will ask for the TurboTax fees before you file.  If you are asking about taxes owed, you don't have to pay them when you file your return but they must be paid by April 15th to avoid a penalty & interest.  If you want to pay later, choose to pay taxes owed by check, this will get you through the interview to file your return.
