Do i have to pay my state taxes owed before ill receive my federal refund or do they just take it out of my federal because thats how it shows it on here. Im getting 1687

No you don’t have to pay your state taxes before you get your federal refund. State taxes can never be paid from a federal refund. TurboTax just shows your net amount on the screen from the difference from your refund & what you owe state. It is confusing. You should pay your state taxes as soon as possible, there is a penalty & interest until they are paid.
