Do I have to pay 2018 estimated taxes if I am receiving a refund for overpayment of 2017 taxes?

I paid estimated taxes in 2017, but I am receiving a refund.  My federal form includes payment vouchers for 2018.

No, if you do not feel that you will need to pay the estimated tax amounts during 2018, then you are not required to pay them.  Here is more information below regarding estimated taxes:
