Do I have to mail in the federal before I can e-file my state even though I don't file federal

Why do you not want to file  federal electronically?

Can you e-file State without filing federal at the same time -- there is nothing that prevents  you from doing that  

But should you ?

Most states wait fro the federal acceptance before they will process the state.  There are a few exceptions , like CA.   If you file State alone and not filing federal, you may have to mail-in the state  along with a copy of the federal. But again , the processing may not happen till the federal is accepted

You can only efile state if the federal was first efiled and Accepted.  If you mail federal or don't file federal yet you have to mail state.
