Do I have to file when my return is less than 200?

It is not clear whether you are referring to your income, or your refund (the tax return is the information you report to the government about your income and deductions, the refund is the amount you receive back).

If your income is only $200, you are not required to file a tax return.  If you are self-employed, and have more than $400 in gross income, you are required to file a tax return, and report all your income and expenses.
