Do I have to file a 1040-ES payment voucher for 2017? The reason I owe over $1000 this year is because we received a court settlement that no federal tax was taken out.

Also this year I will be having more medical expenses.,

The 1040-ES vouchers are printed for your convenience; you don't have to use them if you don't want to.  As long as you know why you owed for 2016, and have an idea of what your income will be in 2017, then whether to make estimated payments is entirely up to you.
