Form 8863 is a Form to claim an education credit. I don't know why an education credit from a joint 2018 return would be claimed on anyone's 2019 return.

It's asking if I have claimed it in the past. Technically yes because it was on the joint filing. But it wasn't for myself or a dependent, so not sure if that counts.

The 4 time limit on claiming the American Opportunity Tax Credit (AOTC) is per student, not taxpayer(s).  So, if your Ex was the student, last year, that uses up one of her 4 times.
