The question is referring to the amount of time in the US in 2018. 183 is 6 months

Thank you for your answer. what is the total sales tax rate? is it the Tax in $, or the state tax rate or the city tax rate?

Everything. For example, if your state has xx% and your particular city has .x%, use xx.x%.

my 1098-T form for 2017 is the same as 2018. as school added all required information for 2018 into the 2017 form, should my answer be yes for the question , Did you get a 1098-T from from your school in 2018?.

I do not have any numbers in box 1 in 1098-T but I have numbers in box 2 for 2017, but I do not see box 2 in Turbo Tax. where should I put my student fees for 2018? should it go in "Enter the tuition paid" below box 1?

The answer is no. You can't use your 2017 1098-T on your 2018 return. Contact your school.

l contacted them and here is the answer "We reported the 2018 spring qualified expenses billed in box 2 of your 2017 1098T.  This is because they were initially billing in November of 2017.  That form should also have box 7 checked stating that part of what was in box 2 was for a semester that started in 2018."

Still, you can't claim the same amount for two different years. If it was included on your 2017 return, you do not have anything to report in 2018.
