If you have W-2 income that is below your standard deduction for your filing status, you are not required to file, but if any tax was withheld ---as shown in boxes 2 or 17 of the W-2-- then you can file a tax return to seek a refund of those amounts.
So it might not be a matter of whether you "have" to file--it might be "Do I want a refund?"

If it says that I owe taxes but did not earn standard deduction does that mean I still have to pay them? I did not earn standard deduction and employer did not withhold income tax but I paid social security and Medicare tax.

Where is it saying you owe tax due? You had no federal tax withheld, so you cannot get a federal refund.
When I used turbo tax, I didn’t send it to file because I didn’t know if it was correct or not since I did not earn standard deduction.
You have not answered the question. Earlier you said that the return said that you owed. Where did you see anything about owing tax due? If you owe federal tax it would be on line 37 of your Form 1040. If you do not see an amount there, you do not owe any federal tax.
