County where you last lived or nonresident

For Missouri it states "If you moved out of Missouri, choose the county you last lived. If nonresident choose nonresident" Aren't these the same things? My current residence is in South Dakota, so which do I choose?

County where you last lived or nonresident

A non-resident is someone who never lived in the state during the entire year.

Someone who moved out of the state during the year is a part-year resident.

If you moved from MO to SD during 2016, choose the first option that you listed.

If you never lived in MO in 2016, choose the second option.
