Could not efile this year because a EIN that couldn't be verified. Had to mail, hadn't heard anything since I mailed it 4 weeks ago. Is that normal?

If it has been at least 4 weeks after mailing your paper return, the IRS recommends checking where's my refund: https://www.irs.gov/Refunds
If it has been more than 6 weeks since you mailed the paper return, you can call the IRS at 1-800-829-4477.
