I applied part of my 2020 refund to 2021 estimated taxes but the amount did not carryover to my 2021 return when I transferred my data from 2020. Is this a common occurrence?

I do not know if this is a common occurrence, and it may depend upon how you filed in 2020 & 2021, especially if one year was via turbotax desktop and the other is online.
You can enter the appropriate data on Form 1040, Line 26.
Alternately, I think the way to do this in Turbotax is to
Click the "Federal Taxes" tab, located in the gray bar at the top left of your screen.
Click the "Deductions and Credits" button.
Click the "I'll choose what I want to work on" button
Scroll down to the "Estimates and other taxes paid"
Click the button for "Estimates"
Click the button for "Federal Estimated Taxes (Form 1040-ES)"
Scroll down to the bottom of the form and click add another payment.
Enter the appropriate data. Then click the "Continue" button.

No, it's not common. But you can easily enter the amount manually. (I am assuming that you have not yet filed your 2021 tax return.)
First double-check that it did not carry over. The amount that you applied from 2020 should be on line 26 of your 2021 Form 1040. That line also includes any estimated tax payments that you made for 2021.
If it did not carry over, in the Search box type "estimated tax payments" (without the quotes). Then click the link that says "Jump to estimated tax payments." That will take you to the screen "Estimates and Other Income Taxes Paid." Scroll down to the section "2020 Refund Applied to 2021" and click the Start or Update button for "2020 refund applied to 2021 federal taxes."
