Can you upload 2018 Fed and switch to TT online ? (have most of it done via CD version and need assistance) or do i need to transfer my 2017 and start over?

i have my 2017 turbo tax files and would need to load these for self and 2 dependent children so can complete the entire package (parents fed/state. child1 fed & 2 states. child2 fed & 2 states) so you can see why don't want to start over!!   I have all of these started for parents and children for 2018 and want to use those as basis for TT online assistance if possible

You really need to work it out with the desktop software....it really should work for you better than Online

For Online you would need to start all over and upload your 2017 datafiles for each.  (cannot upload the 2018 datafile)

AND...the Online software will require an entirely separate account for each.

IF you are attempting to save some $$, and the Dependents can use the "Free" software, then by all means try it for one of them...but if they have to upgrade to a Deluxe or higher Online version (For any reason at all) there will be a cost  for the software version used...PLUS an extra $45 for each state used.  I have no idea whether they can get away with using the Free version or not this year...(and it has little to do with using the Std Deduction or Itemized deductions)
