We do not have enough information.   Do you mean you owe back tax to the state of Illinois?   Was your federal refund offset to pay the state?  What money or account was a "hold" put on?

Can you explain please because as far as I know, I have not owed any state any taxes- I have moved 2 times, 3 different states and paid the taxes at the right time. I lived in Illinois 5 years ago, moved to 2 different states after Illinois and today, Illinois dept of revenue according to my bank placed a hold on my checking and saving account.

Last month, I checked all 3 credit bureau's and it does not show I owe them, so why did Illinois say I owe them and put a hold on the account?

No one at TurboTax can answer that.   TurboTax gets no information after you file your tax return.  Contact the state to find out what is going on.

you admit you owe it money. it doesn't matter how lomng ago that came about. if you don't pay it can request an offset so that money will be taken out of your federal refund.

We can only really advise on tax matters.

If Illinois thinks you owe unpaid state income tax, you must contact them directly.  It could be that your employer reported Illinois income after you moved, so Illinois thinks you had income that you didn't pay tax on.  That would normally be corrected by filing a state tax return showing zero in-state income, along with a letter of explanation.  You might need to prove your move dates with receipts, copies of leases or home purchase/sale agreements showing when you moved into and out of various states.

Or, the state might contend that you still maintain a permanent residence (domicile) in Illinois and that your moves have been "temporary."  If your domicile is in Illinois, you owe Illinois income tax even if you are temporarily living out of state, and there is no time limit on "temporary".  You would need to show that you are no longer domiciled in Illinois and that your original move out of the state was permanent.

You might also have Illinois taxable income even after you moved out of state.  That could include lottery prizes, and sale of real estate located inside Illinois.  Having in-state income would trigger a requirement to file a non-resident return for that income.

You need to start by contacting the state and asking for an explanation.  Make sure they have your current mailing address so they can send you official correspondence.  When you find out exactly what Illinois thinks you owe, we might be able to offer suggestions on how to clear things up.

If you owe non-tax money to the state, we can't help at all.
