Can we upload and attach form 8997 [QOZ], not listed in T-Tax, to the prepared return in T-Tax?

TurboTax does not support Form 8997.

You can upload the form and prepare it but you won't be able to attach it to your return in the program so you can e-file; you'll have to print and mail the return.
