Can we cancel making estimated payments for PA 2017?

We printed vouchers, but do not want to make estimated payments for 2017. Can we just dispose of vouchers, or do we have to cancel the expected payments in a different way?

No, you don't need to do anything - you can just dispose of the vouchers if you don't want to make the estimated payments.  (Though, I would keep them somewhere just in case you change your mind during the year, you can always start making the payments during the year if circumstances change).
