Sorry no, TurboTax cannot send your return to anyone.  You are the only one that can send a tax return to your bank.  Just be careful how you send it, your personal information can be hacked over the internet or email.

No. Nobody including TurboTax can access your tax return. For them to do so would be a criminal violation of federal law. Only you can access your tax return. More than likely all you need for a bank loan is an official IRS transcript which you can get yourself for free at http://www.irs.gov/individuals/get-transcript
