Can Turbo process Minnesota State taxes for 2018 even though the tax code has not been updated to accommodate the federal changes that are effective this year?

Sure..as long as the MN Forms are ready.

A number of states don't follow the exact new Fed rules in every way.  Waiting until March to file MN would be safer though..to let any bugs work out.

A couple states my come into compliance in early 2019 and retroactively apply their changes to 2018 taxes.  Those state residents who filed early, would then have to Amend their state tax returns to implement the irresponsible actions by the state legislature...once the State DOR-and the software has been modified to allow the changes.

As long as MN isn't planning on making hasty 2019 changes to retroactively be applied to 2018, then there shouldn't be any major issues using the software.
