Can tax return preparer force me to pay and threatens to use my SSN documents against collection agency?

Tax return preparer mailed the documents even though I conveyed that I have concerns with her filing details. I have not made any agreement nor sent email to proceed further and prepare my tax return documents. Now she force me to pay and threatens to use my SSN documents against collection agency.

If you contract somebody to perform work for you, yes, they can require payment and take it to collections if you do not pay.

So for your comments about mailing documents, what did the preparer mail?  You need to SIGN a tax return before it is actually filed (which is usually e-filed, rather than mailed).

Allow me to put my question this way
1. I contacted tax return preparer.
2. She asked for the documents. I sent her.
3. She told the refund amount and number of the exemptions she used to fill the form. And she asked to sign agreement.
4. I didn't sent her the signed agreement and communicated her my concerns with the exemptions she used.
5. With a rough note in the email, she said she prepared and mailed my tax return documents (which I have not received) and asking to submit the same.
my question is even though I told her I am not satisfied with the exemptions she used, she mailed it and now forcing to pay, use my SSN with collection agency.
Is it fair to pay her?

You paid her to do work, so of course you owe her the money.

You said you "communicated her my concerns with the exemptions she used".  What exactly does that mean?  It doesn't really matter if you are "satisfied" with the "exemptions" she used (whatever that means), it matters what is actually correct.  Do you think she prepared the tax return incorrectly?  If so, why?

So even though I didn't sign the agreement that says "I give authorize to prepare my tax return documents", just becuase she prepared it well ahead I owe her?

You gave her your documents to prepare your tax return.  That means you hired her to do work, which means you owe her payment.
