Can't find the 'Change Filing Options' page?

Turbo tax recommended I not file my state taxes yet. It said to select CHANGE when I go to the Change Filing Options prompt. I never found that prompt. Anybody else?

In case anyone is looking for the same thing, I found the answer here:

So, to recap, the page they tell you to look for is completely different and you have to choose "File by mail" to get to a page where you don't file by mail but, rather, select to e-file your State return later.
