Can't efile OH state tax this year.

I'm told TurboTax cannot eFile my OH state tax return this year.  That I can print a hard copy and send it in.  Why is this different than last year?

In order to e-file your Ohio State tax return you have to have already e-filed your Federal tax return and have it accepted before it will allow you to e-file your Ohio State return.
