You are seeing this because the amount of Medicare taxes withheld in box 6 is Not exactly 1.45% of the Medicare wages in box 5. Remove any cents for the Medicare taxes and see if the upgrade message goes away.

Delete the w-2 and re-enter. Make sure the amount in box 6 is 1.45% or less of the amount in box 5.
I am in a very similar situation. I was told I need to upgrade to file with a 8959 form and I am not even close to the income threshold for a medicare form, 3 W2's, and no 1099.
When I tried to call support to see if they could help they told me I would need to pay $30 to talk to a representative.
I manually calculated the percentage box 6 is of box 5 based on my W2's (exactly 1.45%) and ensured the information was correct in my turbotax account.
I am at a loss of what to do from here because I am not going to pay turbotax for the upgraded service to handle a form I do not need.
Seeing as I am not the only person with this issue, I am going to wait until further into tax season to see if Turbotax fixes their software.
If anyone finds a solution please post it here!
I am having the same issue...
I spoke to someone, and it appears to be a bug they are actively working on to fix.
