You register the company with the state, not the IRS. You won't get any forms from the IRS until they become aware of your existence.
They will become aware of you when you get an EIN, and especially after you file your first return.
Whether or not you file a return is dependent on a number of facts: did you create an LLC, a corporation, or a partnership?
"Making money" is not a requirement for filing a tax return; did your company conduct any business?
If you create a business, you will file a tax return when the business is "ongoing" performing a trade or service. You don't have to make money, you file when the business is actively engaged. What form you file depends on the type of business. We can't tell you more without a lot more details.
