Q.  Can someone claim a refund of  his or her tax of 2013?

A. No.  There is a three year limit for claiming  a refund.

However, there is no time limit, for filing income tax returns, if you owe tax.  There is software out there to prepare the return (Google tax prep software for 2013 tax year), but it can only be filed by mail.
