Can one import last years TTax return into this new online TTax on either Linux or iPhone?

Do you mean you used the Desktop program last year?  Do you have a .tax2016 file on a computer somewhere?

Yes, you can transfer last year's tax data into your current year's TurboTax Online, or use your browser on your iPhone and go to https://turbotax.intuit.com.

If you do not see any information transfer, make sure you are using the same account as last year.
