Can my sister claim my children if she baby sat them but did not help support or live with them?
My sister moved in with me the beginning of 2017 but did not live with me at all during 2016. She did in fact babysit my children, unpaid during 2016. My childrens father (my fiance) worked very little in 2016. Can my sister claim our children on her tax return?

No. You can't claim dependents who didn't live with you.
