Can I write off state tax i owed in 2016 but paid in 2017 plus the amount located in 5b on my schedule A from 2016?

Yes, if you paid tax in 2017, you can claim that on the 2017 Tax year return. 

Enter that by signing into your account and going to your return

Click Federal on the left side-bar

Click Deductions & Credits along the top

Scroll down to Estimates and Other Taxes Paid and click Show more

Scroll down to Other Income Taxes and click Start
