If you are asking about 2016:
Yes, you could use Turbotax to prepare a return. But if you have no income, there are no free cash back benefits, and no requirement to file. You would have to buy Turbotax to install on your own computer, since Turbotax online can only prepare a current (2017) return. The IRS will likely just throw away a return with all zeroes, so I'm not sure what the point is.
If you are asking about 2017, you can use Turbotax to file a 2017 return no matter what your situation was in 2016.
