Yes, you can use TurboTax to file.  

If you ONLY receive the nontaxable disability W-2 during 2019,  you are not required to file any tax forms. ( the W-2 form is only for your record)

If you receive other types of income along with the disability W-2, you will need to file if meet the filing requirements. Please see 2019 Filing Requirements  Follow the on-screen, step-by-step instructions in the software and TurboTax will prompt you to the right sections to enter information and create the correct tax forms.
