Can I upload the Hybrid Road Usage Fee Form R-19000A to my Louisiana State return?

No, you can't, but you don't necessarily have to report the fee on your state tax return.

 

There's an alternate method of filing Form R-19000, Electric and Hybrid Vehicle Road Usage Fee -- you can file it separately from your Louisiana income tax return. If you file it separately, you won't need to report the fee on your tax return.
