Can I upload my 1099-r forms to turbo tax to be submitted with my electronic pennsylvania state return because pa requires the 1099-r forms, not just the data?

When you prepare your return using TurboTax, the information flows from the federal return to the state return.  Your retirement income will flow from your federal return to your state return.   What makes you believe that PA is going to require a copy of the 1099R?

I agree ... where did you read that PA needs to have the actual form efiled with the return ?  But if the rules demand the forms be sent then TT would comply as required  when you efile the return.
