Can I transfer data from 2019 turbotax file to 2021?

Sorry you can only transfer from the prior year, so you need 2020.  You can't skip years. Did you do a 2020 return?

Doing my parents taxes and they used an accountant last year.  I have the paper return but want to avoid re-typing all the general info.

you'll have to do 2021 from scratch. make sure any carryover info is entered.
