Can I switch which package Turbotax offers, or is my initial decision final? I.e. if I choose Deluxe now, am I able to switch to the Free version later on?

Yes but you will need to Clear and Start Over. You can do this by selecting Tax Tools on the left panel and going to Clear and Start Over.
