Can I setup a new IRS payment plan if I already have an existing one and owe taxes for the current year?

We owed taxes in 2015 and 2016. We setup a payment plan for the 2015 taxes and now owe 2016.

Well the 2015 payment plan is now null & void since you were not supposed to get behind again per the IRS agreement .... you can request a modification ...
