Can I see evidence that I paid my federal tax bill that was submitted through Turbotax?

You did not pay your taxes through turbo/tax.  TurboTxa simply transmits the information on how you want to pay your tax to the IRS or state.  They only can initiate the transaction.

Is there a way I can see evidence of payment on the IRS website- I looked and there is nothing there.

I believe your account transcript shows your payments:
