Can I refile only 1 state return even though I am filing 2 states?

Are you amending a state return or "re-filing" --- why would you want to re-file?

Can I refile only 1 state return even though I am filing 2 states?

I have to re-file because one of my state returns was rejected, I filed for an extension for the other state so I don’t want it filed yet.
