Can I put the 2019 taxes I owe on a payment plan if I'm already on a payment plan for 2018 taxes?

Yes.

But you will need to set up a new plan for your 2019 tax liability.  You can still do this within TurboTax when you are in the File section of the program.

You must pay your 2019 tax due in full by July 15 to keep your payment plan in good standing.

If you can't do that you need to contact the IRS for instructions.
