I've heard that there may additional tax law changes applicable to 2020 in the Covid relief bill (such as exempting Unemployment Benefits from taxation).   However, the bill has yet to be passed.

Yes you can pay for your software before the end of February and lock in the early discount --- and wait to file later if you want to.   Go through the file section to the payment screen.
